Name |
1.1 This organization shall be known as the Federation
of International Robot-soccer Association.
1.2 Hereafter "FIRA" shall refer to the Federation
of International Robot-soccer Association.
1.3 The fiscal year of FIRA shall be the calendar year. |

Fields of Interests and Objectives |
2.1 Fields of Interests
The fields of interests of FIRA are robotics, sensor fusion,
intelligent control, communication, image processing, mechatronics,
computer technology, artificial life, and related areas in engineering
and technology.
2.2 Objectives
The main objective of FIRA is to take the spirit of science
and technology to the laymen and the younger generation.
To achieve the above objective, FIRA will seek to bring together
skilled researchers and students from different backgrounds;
such as robotics, sensor fusion, intelligent control, communication,
image processing, mechatronics, computer technology, artificial
life, etc.; into a growing new interdisciplinary field for the
development of intelligent, autonomous, soccer_robots to play
the game of soccer.FIRA games will be held every year with an
aim to promote the developments in autonomous soccer_robots
and intelligent systems that can cooperate with each other and
to contribute to the state of the art advancements in these
specialized fields.
To further enhance this objective FIRA will work towards the
establishment of a science and technology world cup. |

FIRA Advisory Committee |
3.1 Constitution
An Advisory Committee shall be set up with well known academicians
and researchers working in the fields of interests of FIRA.
3.2 Function
The FIRA Advisory Committee will advise the FIRA Assembly in
a direction to fulfill the stated objectives of FIRA. |

FIRA Assembly |
4.1 Constitution
The FIRA Assembly shall consist of members from the world wide
scientific community.
Here after "assembly" shall refer to the FIRA assembly.
There shall be a President, at the most seven Vice-Presidents,
a General Secretary and a Treasurer nominated by the executive
committee at FIRA headquarters.
The terms of offices of the nominated officers shall be for
4 years. Re-nomination may take place. If a member is not able
discharge his/her duties to the best of the interests of FIRA,
the member may be discharged of his/her duties.
4.2 Functions
The assembly shall advise the Executive Committee and the FIRA
Robot World Cup International Organizing Committee in their
activities and functions.
The assembly shall receive reports, verified by the President
and General Secretary, or by the executive committee, showing
the amount and status of real and personal property owned by
FIRA, its fiscal condition and other important statistics. |
The President shall:
* Preside at all meetings of the FIRA Assembly and the Executive
Committee.
* Represent the FIRA Assembly and the Executive Committee at
all meetings having business or activity embraced by the filed
of interests of FIRA.
The Vice-Presidents shall:
* Assume any of the duties of the office of the President
when so directed by the President.
The General Secretary shall:
* Keep accurate minutes and records of all activities of the
assembly and the executive committee.
* Mail the FIRA newsletter to members of the assembly in advance
to any meetings of the same.
* The newsletter shall include notice regarding meetings,
symposia, conferences, conventions, and other related functions
and activities of FIRA.
* Prepare an Annual Report on membership, meetings and FIRA
activities and submit to the Executive committee. The same
shall be submitted to the assembly, for their kind information.
The Treasurer shall:
* Manage the funds of FIRA.
* Maintain accurate financial records, and prepare and submit
any financial statements required by the Executive committee
or the assembly. |

Management |
The executive committee at the headquarters will do the management
and coordination of the activities of FIRA. |

Headquarters |
The headquarters of FIRA shall be at the Korea Advanced Institute
of Science and Technology (KAIST),
Daejon, Korea. |

The Executive Committee |
7.1 Constitution
The executive committee shall be constituted with proper geographical
representation worldwide.
The terms of offices of the nominated officers shall be for
4 years.
Re-nomination may take place. If a member is not able discharge
his/her duties to the best of the interests of FIRA, the member
may be discharged of his/her duties.
7.2 Functions
The executive committee shall make such rules and regulations
from time to time, as it may deem proper for its own governance
and for the duly authorized transaction of business of FIRA.
The executive committee shall be responsible for the management
of the FIRA headquarters. The executive committee shall prepare
and present an annual budget to the assembly. The executive
committee shall be charged with broadly considering FIRA policies
and making appropriate recommendations to assembly on in its
own initiative.
The executive committee may divide its duties and responsibilities
among its members as it sees fit and conducts its business,
as it finds necessary.
The executive committee may establish, or modify the categories
of FIRA membership (10) and FIRA games (12),
by two-thirds vote's cast at a regular meeting. It may establish,
or modify the FIRA game rules (12), by two
thirds all votes cast at a regular meeting. The executive committee
shall approve the bylaws of Regional Associations.
The executive committee shall fix the venue of FIRA Robot World
Cup every year.
It shall extend all possible cooperation to the regional associations/local
chapters where FIRA Robot World Cup is being held.
The executive committee shall establish an official account
of the funds of FIRA. Funds shall be withdrawn from the official
account jointly by the President and the treasurer. |

FIRA Robot World Cup International Organizing Committee |
Here after IOC shall refer to FIRA Robot World Cup
International Organizing Committee.
8.1 Constitution
The members of the executive committee at the headquarters and
members from a local chapter/regional association hosting the
current years FIRA Robot World Cup shall form the IOC. IOC shall
have an Honorary General Chair, a General Chair, at the most
three Organizing co-chairs, and a General vice-chair. There
shall be Publicity co-chairs, Workshop chairs, Local arrangement
chairs, Secretariat and Technical Associates.
The local chapter/regional association will suggest the Honorary
General Chair, General Chair, General vice-chair, Publicity
co-chairs, Workshop chairs, Local arrangement chairs, Secretariat
and Technical Associates.
The executive committee shall approve the same.
The executive committee at the headquarters may nominate one
of the organizing co-chairs and the General Chair shall nominate
the other organizing co-chairs.
8.2 Functions
The IOC shall be responsible for organizing FIRA Robot World
Cup every year in the designated country of the regional association/local
chapter. |

Local Chapters and Regional Associations |
Local chapters of FIRA shall be formed with the consent of the
executive committee at the head quarters.
A Regional Association is a geographical unit consisting of
a part of one, or of one or more countries. The executive committee
at headquarters establishes a Regional Association as a basic
operating entity of FIRA for its management and to fulfill the
needs of the members of the FIRA within the territory prescribed.
Regional Associations shall have a Regional executive committee
organized and operated in accordance with its regional bylaws
that are responsible to the particular needs of the Region.
The executive committee shall approve the bylaws of the Regional
Associations. The local chapters in the territory of the concerned
regional associations will be affiliated to the same.
The regional Associations shall hold at least one meeting each
year at an appropriate time and place within the region. Each
region shall establish a Regional Student Activities Committee
to be responsible to the regional associations. The regional
associations shall be concerned with the encouragement of student
activities in their respective regions.
The local chapters/regional associations shall submit an Annual
Report on membership, meetings and activities to the Executive
committee at the headquarters of FIRA, for their kind information.

Memberships |
The grades of FIRA memberships are:

The grades of memberships may be established or modified by
two-thirds of all votes cast at a regular meeting of the executive
committee at the headquarters. |

FIRA Publications |
11.1 FIRA Newsletter
The executive committee at the headquarters shall prepare the
FIRA newsletter. The newsletter shall include notice regarding
meetings, symposia, conferences, conventions, and other related
functions and activities of FIRA.
11.2 FIRA Journal
FIRA shall publish the International Journal of Soccer Robotics.
The executive committee members shall be the Associate Editors.
The executive committee shall nominate the editor-in-chief of
the International Journal of Soccer Robots. |

FIRA Games and Rules |
The executive committee may establish, or modify the categories
of FIRA games and FIRA games' rules, by two thirds of all votes
cast at a regular meeting.

12.2 Rules of FIRA Games |
12.2.1 Humanoid Robot World Cup Soccer Tournament (HuroSot)
A humanoid robot shall have two legs. The size of robot shall
be limited to 40cm in height and 15cm in diameter. The legs
shall be within a diameter of 15cm.
A match shall be played by two teams, each consisting of three
robots, one of which can be the goalkeeper. Three human team
members, a "manager", a "coach" and a "trainer"
shall, only be allowed on the stage.

12.2.2 Single Humanoid Robot World Cup Soccer Tournament (S-HuroSot)

12.2.4 Single Robot World Cup Soccer Tournament (S-RoboSot)
A RoboSot soccer robot is a field mobile robot without

of three robots, one of which can be the goalkeeper. Three

One host computer per team, mainly dedicated to vision processing
and other location identifying, shall be used.
The size of each robot shall be limited to 7.5 cm x 7.5 cm
x 7.5 cm.
The height of the antenna shall not be considered in deciding
the size of a robot.

12.2.6 Single Micro Robot World Cup Soccer Tournament
(S-MiroSot)
A match shall be played by two teams, each consisting of a
single robot. Three human team members, a "manager",
a "coach" and a "trainer" shall, only
be allowed on the stage. One host computer per team, mainly
dedicated to vision processing and other location identifying,
shall be used.
The size of each robot shall be limited to 7.5 cm x 7.5 cm
x 7.5 cm.
The height of the antenna shall not be considered in deciding
the size of a robot.

12.2.7 Nano Robot World Cup Soccer Tournament (NaroSot)
The size of a robot shall be limited to, less than 3.75cm
x 3.75cm x 3.75cm.
A match shall be played by two teams, each consisting of
three robots, one of which can be the goalkeeper. Three human
team members, a "manager", a "coach" and
a "trainer" shall, only be allowed on the stage.
One host computer per team, mainly dedicated to vision processing
and other location identifying, shall be used.

12.2.8 Single Nano Robot World Cup Soccer Tournament
(S-NaroSot)
The size of a robot shall be limited to less than 3.75cm x
3.75cm x 3.75cm.
A match shall be played by two teams, each consisting of a
single robot. Three human team members, a "manager",
a "coach" and a "trainer" shall, only
be allowed on the stage. One host computer per team, mainly
dedicated to vision processing and other location identifying,
shall be used.

12.2.9 Khepera Robot World Cup Soccer Tournament (KheperaSot)
A match shall be played by two teams, each consisting of three
Khepera robots, one of which can be the goalkeeper. Three
human team members, a "manager", a "coach"
and a "trainer" shall, only be allowed on the stage.
One host computer per team, mainly dedicated to vision processing
and other location identifying,
shall be used.
Except for the size of the playground and robot size, the
rules of the game shall be similar to those of MiroSot.
12.2.10 Single Khepera Robot World Cup Soccer Tournament
(S-KheperaSot)
A match shall be played by two teams, each consisting of a
single Khepera robot. Three human team members, a "manager",
a "coach" and a "trainer" shall, only
be allowed on the stage. One host computer per team, mainly
dedicated to vision processing and other location identifying,
shall be used.
Except for the robot size, the rules of the game shall be
similar to those of MiroSot |
